Safety manual for a mining installation.
After completing their pre-operational inspection, a front line employee communicates that they have identified a tire wear extended in the third belt packing.
The employee asks where ***to down*** the truck or to continue with the daily production.

Does this mean "shut down" or "empty"? I think they meant to say "whether" instead of "where", no?
