sicuramente c'e' un errore nella frase (l'inglese del tuo testo non mi sembra molto curato editorialmente, se non molto raffazzonato).
probabilmente si sono dimenticati di cancellare "in the twenty". Come si fa a mettere un'apposizione del genere tra l'aggettivo e il nome che lo regge?
e poi "know-attainment" parla da solo.
faglielo presente che il testo e' pieno di errori di inglese; magari ti ringrazieranno pure.

Comment: "Ciao Paola, ti do pienamente ragione, l'inglese fa schifo ma a volte mi faccio degli scrupoli e dico "magari sono io che non capisco?....". Ci sono diversi punti in cui la sintassi è assolutamente un optional, per non parlare della terminologia (di base non legale).
