Then the question is: can you see the belt in the drawing? If not, the meaning would be the following, I guess. To avoid clutter, the belt was not rendered in the drawing, and the instructions explain that by pointing out that it was not drawn.

instructions for assembly These are instructions for assembly. This is description of one of the components of the belt conveyor and below the description there is a drawing of the product.

I believe that this is showing the phase when the belt has not been pulled taut, no slackened.
Usually these sorts of manuals show how to mout and slacken the belt by adjusting the rollers.
