This is a quotation by the famous French diplomat Charles Maurice de Talleyrand-Périgord (refer to the first link, under quotations). Besides "pas de zèle" seems to become an expression in French which (based on the second link) seems to be equal to "Don't overdo it!" which can be translated as: افراط نکن / شورش رو در نیار
