The above is the terminology used by Polish banks (at least within Poland). The US 9 digits in question (in Poland 8 digits) do not identify the person's account but merely the bank, therefore instead of "numer rozpoznawczy konta" (by the way, that's "rachunek" which is a more general term than "konto") we could be talking about "numer rozpoznawczy banku".
