Employment with *** is "at will", which... Are we to understand that the original text contains the fragment "...employment with *** is at will, which...", rather than the submitted expression ("At-Will Notice")?

That would be a significant semantic difference, thank you

Se a expressão consultada for mesmo 'at will notice', essa é uma das opções possíveis. A expressão tb se refere a uma modalidade de contratação trabalhista onde ambas as partes podem encerrar o contrato a qq momento mediante uma notificação dirigida à outra parte.

Agora, se vc tiver se referindo à frase que postou de exemplo nas discussion entries e houver 'formado' a expressão unindo os termos 'at will' e 'notice' citados nessa (separadamente no original, não formam a expressão perguntada), daí 'at will' seria algo como 'contratação sob a modalidade at will' e 'notice' seria 'aviso-prévio'.
