I think "cit" is short for "citizenship", which is assessed and included in California school reports (along with "work habits"), in addition to the academic marks/grades.

"The Update Codes on Report Cards allows codes and descriptions to be added in the COD table used in Grade Reporting. There is a specific tab for each section of codes that can be printed which includes the Academic Marks, Citizenship/Work Habit Marks, Comment Codes and Message Codes."

Here in a bilingual English/Spanish document they call it "ciudadanía":

However, I would say "civismo", or perhaps "responsabilidad cívica", might be preferable in Spanish.

I think that's fine; it clearly refers to something of that sort: basically "behaviour", I imagine, and "ciudadanía" would certainly not be the right term here for Spain!
