English to Spanish Law/Patents Law: Contract(s)
Within the US Export Law (EAR) a "deemed export" is the release in any form (verbal, written or visual) of reserved technology or information i.e.: blueprints, diagrams, source code, etc., to a foreign national of the US. Let's say a foreign engineer is working for a US Company with drawings related to a "reserved technology", then the US Company should apply for a license to export the "drawings" since a "deemed export" occurred when the engineer looked at the drawings.

Como se define en tu texto: "the RELEASE in any form of reserved technology or information" es un tipo de operación o transacción entre las partes, que requiere que la empresa solicite una licencia de exportación. El término estaría bien empleado.

"An export of technology is "deemed" to take place when it is released to a foreign national within the United States."

Technology = Drawings
Release = Showing the drawings

The drawings are considered exported once they are shown and seen by a foreign national. If the technology is released in a group of engineers all of them U.S. citizens a "deemed export" will never happen.

Let´s say the 'release' becomes the reason to be licensed for, the 'drawing' is the object being exported, and the 'deemed export' happens with the action of a foreign national looking at the drawing, not the transaction or paperwork associated with the export of the drawing.

Another example will be: a foreign national participates in a meeting in the U.S. where "reserved technology" will be discussed.

Here the technology = the information being discussed,
the release = talking or discussing,
and the "deemed export" happens with action of listening.
