"Council" se traduce como "Consejo", no "Concilio". Esta última palabra tiene una connotación eclesiástica/religiosa.
Coincido en que no hay necesidad de traducir el nombre de las entidades. Así, se respeta la esencia del texto original y es más claro para el lector.

Earlier I gave you the trasnlation of two bodies. Now this is the tarsnlation for "National centre for Education Statistics".
Regarding the word " Concilio' the observation is correct, but tht is the way they have translated.

As far as should you even translate them, yes but you should put both ei: put the Spanish on top as you are writing this in Spanish and the English translation directly underneath as it is the official language of the department, etc.

Just in case you take a look at this...

"Buró" in Spanish is the name of a piece of furniture. In this case it'd be better translated for "Oficina".
Concilio: 1st meaning: Junta o reunión de personas para tratar alguna cosa.
Consejo: 1st meaning: Cosa que se dice a alguien sobre lo que debe o no debe hacer. So I think the translation "Concilio" is quite correct.
Hispano: Español.
Hispánico: De España (what comes from Spain). So I think the word Hispanic should be translated for "Hispánico", not for "Hispano".
