Not sure about this particular Uslan, but other Uslans are said to pronounce their names that way (the final syllable, I assume, is meant to be pronounced like the final syllable in "Macmillan"):

: You're probably right, but Peter Ustinov isn't a good example. He took to pronouncing it that way to disassociate himself from a distant relative, Marshal Ustinov (ooSTEENof), who was at one time the Defence Minister of the USSR.

Thanks. I didn't actually mean to mention Ustinov as an example, his name just happened to come right after Uslin's , so it was copied and pasted with it.
