should I read to be 50%?

Yes, it is '50% or less', and yes, it does make sense, even though the EN is appalling, as David has already said; and no, once you have basically unravelled it, I don't think it could be read differently — though one might ask 'different from what'...

I don't quite understand what the basis of your question is: it clearly says '50%', so what doubt can there be there? I suspect there is more to your question than meets the eye, but you haven't made it very clear, I'm afraid...

Yes, you have to read this as "to be 50% ..."
