I see "convention cadre" in Kudoz translated as "master agreement". Is it something similar?

I'd see "cadre" here in its sense of "(senior)manager" or "executive" (although it does get used for lower life-forms as well!). As for "dynamique", that's a word that always makes me shudder. Maybe someone else can think of something good for you...
