This is the whole title of the document:
"Signification au debiteur d'un acte de conversion de saisie conservatoire de créances". I have an idea how to translate individual bits, but I'm not sure how to put them all together!

This is quite urgent so any help appreciated, thank you!

Yes it looks like "Attachment" for the title ("blocking" the property) and "garnishment" here, the creditor getting a court order to force third parties to pay sums (property)due to the debtor directly to him.

Good Lord Well, my Council of Europe gives Saiasie-Attribution as "attachment of sums of money in the hands of a 3rd party."

Hi Fourth. It talks about converting the preventive attachment into a "saisie-attribution" (garnishment?).

Yes, I see whaty you mean, R. It looks like Conversion of a preventative attachment of debt. In the content does it talk of converting a debt into another asset?
