It means making a claim against the party at fault and obtaining compensation from their insurance company. The service is being provided by an insurance broker to a car rental firm.

as you more or less suggested, it's as simple as that.

As my Lexique Général des Assurances (from those nice people in Quebec)confirms:
sinistre : (insurance) claim
recours : (action in) recovery
(I paraphrase)

So, despite someone suggesting that it's not much of a service (which may be true, although I suppose the volume of work for a car hire firm may be considerable), that appears to be all they are proposing - to deal with the hassle of getting the third party's insurance company to pay up.

I would call it action here rather than claim since it seems to involve legal proceedings

The thing is, \"a claim\" could not be a service offered by the insurance company to the car rental firm. The service would be either filing claims against the third party\'s insurance company (which wouldn\'t be too much of a service or suing third parties for damages.
