I wouldn't bet the farm on it -I would have to see the whole sentence- but this is probably a typo, we see si tant est que very often in those briefs.

This is a grammatical error. The correct expression is "Si tant est que".
("Si tenté que" is a phonetic transcription of the correct version.)

The translation is: "provided that".


NB1: "Si tant est que" is always followed by the subjunctive mode (si tant est que j'aie terminé mon travail, not si tant est que j'ai terminé mon travail).
NB2: Anyway, the use of "si tant est que" is very rare in oral conversation. It is rather used in law texts and, sometimes, as a good way to avoid repetitions or improve a sentence's elegance in formal texts or conversations.


Example sentence:

Je peux aller au cinéma ce soir <b>si tant est que</b> j'aie terminé mon travail.

I can go to the cinema tonight <b>provided</b> I have finished my work.
