I agree with Heathcliff.

"Provisions" is fine but here as it is referring to a specific code, then you might prefer to use Code.

Your original might have helped you more if the writer had not ommitted one word "portant LES codes des marchés publics...". That might have guided you to the specific code being referred to. French use of capital letters in titles, capital letter on just the first word of a title, forgotten here too, unfortunate.

Down to detail. A set of provisions exists in France which are to be adhered to when bidding for public contracts and government procurements. There has been lots of noise in the French press over recent years on scandals about the way some of these contracts are obtained by a number of unscrupulous companies. Contracts for the installation and maintenance of lifts in the HLM housing sector in Paris immediately springs to mind. The « code » referred to can be consulted on the web (see below). I believe there have been moves in Canada to implement a similar set of rules.
