That does not make much sense! Or the wording is strange. If symptoms has levelled off as suggested by Liz, they would still be present even if after stopping increasing.

Addition to question I should mention that the doctor's final diagnosis is that he does not believe the patient suffers from major depression and the phrase above explains his diagnosis.

reached/experiencing a clinical and symptomatic plateau

I think Liz has it or is close to it...I have read the terms "clinical plateau" and "symptomatic plateau". But only separately! Nonetheless, they tend to combine words that we feel the need to use separately in English. The url below uses it as a verb, even, which is another option: "has clinically and symptomatically plateaued".
