I know what this means, but is it correct to translate it as "renovation" in the context of the building industry or is it 'rehabilitation'?

Depending on the context, I would keep "rehabilitation"

Because there is also an element of "conversion/transformation" in "rehabilitation" which isn't implied with "renovation".

Here's what I found on the Grand Dictionnaire Terminologique:


rehabilitation réhabilitation n. f.

Déf. :
Restauration et curetage d'un immeuble, d'un îlot, d'un quartier ancien, s'accompagnant de la modernisation des équipements.


Note : En rénovation urbaine, c'est la remise en état de bâtiments, voisinages, et services publics détériorés. La restauration d'un voisinage comprend la réfection des bâtiments et peut en outre s'étendre à l'amélioration des rues ou prévoir certaines installations telles que des parcs et des terrains de jeux.

Like Frederique says it depends:

If the building is having just a "face lift", "renovation" should be used.
If the building is unfit for use, and is having a complete re-fit, including structural work, then you should use "rehabilitation" instead.

up-grading

The other answers are fine. In the context of reusing old buildings etc. in my work I tend to use non-latinate terms as far as possible, so would probably say "up-grading the building", or "bringing the accommodation up to standard".

restoration

I t depends on your context. sometimes historic buildings are restored to their former state. renovation would seem to be an upgrade.
