Dear Friends,
I know I am only allowed to ask one term - where can I ask for help comparing the 5 terms below?
Some of them are in the glossary but the wording often overlaps.

thanks for taking the time; it is for a government in Africa. However, these are very general terms used by the state of Colorado, for example, when making government purchases that have to go through bureaucratic paperwork for approval.

This looks like it has to do with stages in procurement procedures or public projects. Without a little more information, it is pointless to kae suggestions. Also, it may be useful to specify what country this comes from.
