according to my husband (who is an electrical enginer), 'le 12V permanent' is a 12-volt permanent connection, and 'le 12-volt après contact' is a 12-volt switched (or switch-controlled) connection!

I've come across this in the context of car radios, when the "après-contact" is only live (ie 12v in this case) when the ignition key is inserted and switched on.
This just supports what Julia says, rather than adding anything new, but might help with the context.
