the adj. parafiskalisch is quasi-governmental so you can deduce the answer from this...

for an anglicized invention like this (well I've never heard of it and neither have my dictionaries) why not go for the obvious. The meaning is certainly the same and it couldn't be more concise. No hits in google for parafiskal, but plenty for parafiscal, in all sorts of languages.
