Comment: "A colleague has meanwhile told me that "Beauftragter für Personenstandswesen" should be comparable to "Standesbeamter", so I left it at "Registrar of Births, Deaths and Marriages" (it’s the title above the signature). Sorry I can’t split the points. The other answer also seems fine, only I received it after I had to hand in the translation. But "Registrar of Births, Deaths and Marriages" is also used in Canada, as I’ve seen on the Internet."
