Please see the last line of Page 46 of the .pdf link below. According to this, it would clearly mean "credit balance". That is, the negative account, of making up the hours that had to be worked in that week, has been settled, by working those (e.g. 40) hours, and there is now a credit balance on the account of, in the example in this document, 12 hours, i.e. 12 extra hours have been worked.
