It could also just be a pet shop or a pet sales outlet. Can't tell from the context. If you know the name of the franchisor, you might find something in Google.

It makes sense: Verkaufsanlage is just a generic term for shop, and the word "pet" is always construed to mean live animals. The franchisee needs the franchisor's permission to build a new or modify an existing sales facility, and the franchisor also wants to have the assurance that local building codes and animal handling regulations etc. are complied with.
