In fact, the target is professional. No patient is going to be injecting themselves in the brain. I wouldn't worry about making it understandable to the man-in-the-street.

I think what is meant here is that in this specific case, if the goo needs to administered during a surgery it can be applied directly to the vessels by the surgeon. This distinction is made because the product is usually applied intravenously or orally.
