Talking about a pianist:

"Vor allem war er Meister in Paraphrasen ueber die Wiener Musik"

is this, paraphrasing Viennese music, or the Paraphrase, or something completely different...

He was a master of the paraphase when it came to Viennese music

'Variation' is really paying homage to a composer, like 'Brahms' Variations on a Theme by Haydn'.

In 'La Valse', Ravel paraphrases Viennese music, because the theme is his own. That's how I would define it.
