Upon further consideration, it probably does not stand for Fakturierung or any variation thereof, but for
Fixkosten = fixed cost

I haven't been able to find anything to irrefutably back this up, but check out the sites that come up on the following search argument:

Also, Fixkosten does make more sense than Fakturierung.

Acc. to Duden, WB der Abkürzungen, Faktura (Invoicing) is generally abbreviated Fkta.

Hopefully, you'll be able to judge from the overall context (not just the sentence you quoted), and maybe especially from the list of objectives, if invoicing would be the correct assumption here.
