rinuncia "tombale"

I'm having difficulty translating this phrase. The whole line is this:

Allo stesso modo non posso concordare con l'ipotesi di una rinuncia "tombale" che fa salvo un mero controllo contabile.

"Tombale" is not a technical term, hence the quotation marks, but it has achieved currency beyond the graveyard with reference to tax amnesties, and by extension in other contexts.

It's not terribly clear what your "rinuncia" refers to. If you want an idiomatic equivalent in journalistic English, "blanket" used adjectivally - a "blanket waiver" or whatever - is quite a good option.

Unfortunately, I've no idea what this "rinuncia" refers to. This line was taken from a correspondence between two people talking about this "rinuncia" contained in a contract. I don't have the copy of the contract itself.

"dead-and-buried" waiver once and for all

It's in inverted commas and definitive amnesty is already in the glossaries for the condono 'corpse'.
