Japanese to English Bus/Financial Business/Commerce (general)
Kitakyushu is not too good about English pages concerning their laws and such. Does anyone know if there is a set translation for this?

Kitakyushu City Harbor District Construction Regulations

This is the simplest and smoothest sounding way to translate it that I can think of. The other explanation provided wrote "Regulation of Construction" but as there are bound to be more than just one "Regulation", I think "Construction Regulations" is more accurate and I also see no need for the particles "of", "in", etc. Well, I hope that helps.

Regulation on building zoning in the Kitakyushu city harbor subdistrict

The word 分区 is used among professionals or administrative jargons for urban planning or architecture. That is, certain types of building cannot be constructed in this subarea (for reason of safety, amenity, landscape etc.).
