'Tegl' in Norwegian is very close to 'murstein', I can not see any case where it should be translated to 'tiles' (= fliser på norsk).
Example sentence:

Rebuild chimney, replacing top brickwork similar to the replacement chimney next door

I'm used to translating Danish, where 'tegl' always means tile. As far as I know, 'tegl' can mean either brick or tile in Norwegian. However, I'm sure you're right that it should be brick here.

Thank you Diarmund, but isn't tegl 'brick'? Fliskvalitet is stated elsewhere in the text and I would translate this to 'tile quality.' Otherwise, I was thinking on the same lines as you. Just wasn't sure how to formulate the term. Thanks for the clarification.

agree Christine Andersen : ´Tegl´could also be brick in Danish, and is more likely to tbe brick than tiles according to my Norwegian dictionaries. Very confusing to those of us who think in English, but no problem to a close friend of ours who worked at a Danish ´teglværk´!

It looks to me that the support is to be brick or of same quality, since the railing/parapet has to be masonry.
