1) the word "user" is obviously an English word to which "ha", the Farsi plural ending is added. This English loan word is commonly used nowadays in Iran among those people who are acquainted with computer/internet expressions. However, the correct term in Farsi should be "kArbarAn", instead of "user ha".
2) The next problem is "roome". There are three possiblities here: (1) the word might refer to the English "Rome" (but unlikely according to the context), (2)it might indeed be the English word "room" (this one is also unlikely), and (3) this word is most probably misspelled by the original author or the asker, it may be something like "rooye" ('about')or "roohe" ('spirit', 'soul'). For me, "roohe AzAdi" seems possible.

I am not at all sure what "free(dom) room" could mean here but, but you can select a proper English expression knowing the context and the subject better.

the rules and regulations of "Freedom" (chat) room that have been approved by the users

"ba raye": according to the viewpoints; through questionnairs filled by the users. The context implies that there has been a certain chatroom in a certain website called "Freedom" in which users discuss their viewpoints of the concept of freedom. The room has rules that should be observed by the users and these rules have been made through the consensus of the users; not by those who run the website and the chatroom in question.
