Acho que você pode usar qualquer das alternativas, com "communication" no singular ou no plural. Não vejo nenhuma diferença. Também pode usar "Department of Communication" ou "Department of Communications", pois para cada expressão há centenas de milhares de exemplos no Google.
Pessoalmente, prefiro como sugeri acima: no singular, mas tanto poderia ser Communication Department como Department of Communication.
