I am assuming this is from the "Justiça do Trabalho", which, until 1999, had the position of "Vogal". These were normally lay people; that is, who did not have law degrees, with one Vogal representing the claimant and one the company. If this refers to the STF, I would just say Judge or Justice, not Lay Judge. Not a Juror, as under the Brazilian system, Jurors are only used for homicide cases.
