As I understand it - heroin is sold either in flats (in 'doms') or in the stairwells of these blocks of flats. Stadol however is being sold in houses.This is because people would rather buy it in a chemist than in a stairwell.

chastnyi dom - does this refer to a house as opposed to a flat? Or does it just refer to any private residence?

This dates back to the Soviet time, when most people lived in government-provided housing. (such as 5- or 9-etazhki, for example which were standard 5 or 9 story residential apartment buildings). In villages and some towns, most likely smaller ones, and more likely in the suburbs, there were also so-called "private sectors" - areas with a lot of private houses, that somehow survived the entire communist commotion :) chastnyi sektor is such an area. chastnyi dom is a private stand-alone house where people live throughout the year, as opposed to apartment (kvartira) in a building, and to dacha where people live in the summer only.
