What would be the most correct way of translating this term? Do you know, if the same word is used in the other languages for the administrative division, and how is it translated then to English? Thank you in advance for your help with this.

Alexander, Jack, struggling to grade this question. Great thanks for your answers. I get three equally good translations (matter of preference): Commissioner /Commissar/Commissary District. Sorry, really struggling to grade & gloss all three answers.

komissarstvo (administrative unit)

In 1805, the newly established Bratsk komissarstvo (administrative unit) had 5210 inhabitants. In 1910, there were 60 communities with 14,006 people (including 5596 political exilees!). In 1948, the regional centre, the old village of Bratsk, had 2247 inhabitants.

districts administered by commissioners

I know this looks like a definition rather than a translation, but it seems to me that "commissar" is (perhaps wrongly) only associated with communism in the West, and words like "commissariat" and commissary" are military terms associated with the provision of food and other supplies for armies.
"Commission districts" does exists but seems to be only associated with the Scouts and other voluntary organizations.
In the British Empire, a District Commissioner was an important official in charge of the administration of a district (but the districts were just called Districts). This seems to me to be a reasonable comparison, but there is no really brief way of putting it.

Thank you Jack for your explanation. Same associations (even much more towards "communism") are existing in the Russian language. But as long as this translation is targeted at the professional historians, I hope they will recognize both meanings. However, I am still inclining towards Commissary District. This was, I believe, the purpose of these administrative formations: to provide supplies to the the [military] fore posts in East Siberia. Thank you for your clarifications.

agree Alexander Demyanov : Commissioner's districts//Doesn't to my ear, as there are "commissioner's districts" in some US states. The meaning is different there but I guess "комиссарства" were units ruled by "комиссары", i.e. "commissioners"

Thank you. Maybe Commissioners' districts, but it sounds a bit contrived.
