Youth and childrens' public associations are granted state registration provided that "polnost'iu deesposobnye grazhdane" have been elected to their governing bodies.
Does this refer to 'the age of majority', i.e. have reached the age at which someone acquires the full legal rights of an adult. Or is it more general, something like 'enjoy the full scope of legal rights', as, for example, some people who have reached the age of majority might not in practice enjoy all rights.

вообще-то, правовой термин недееспособности - "incapacity" (можно подтвердить тут:)

Хотя, как ни странно, противоположный термин "дееспособность" нигде не определен. Но по аналогии, можно понять что это "Capacity"
И, кстати, "граждане" вряд ли будет переводиться как "citizens" - речь идет не о принадлажности к гражданству страны, а о гражданах, как о физических лицах.

: я бы добавила "fully legally capable" - совершеннолет., кроме совершеннолет.,ограниченно дееспособ.(наркоманы, алкогол.),эмансипированные несовершеннолет.,(замуж до совершеннолет.+ заявл. родителей в органы опеки о том, что не отвечают больше за дитя)
