Se refiere a una marca de champú (reflejado en las ventas).
"¿Por qué XXX se ha mantenido?" (XXX nombre de la marca de champú).
Aquí mantenido tiene un sentido "positivo" , ya que acto seguido se explica que:
"...por la mejora de promociones y publicidad...".
Lo que más adelante se contrasta en sentido negativo con la pregunta complementaria
"¿Por que no ha crecido más?"
De momento interpretaría:
"Why (has) XXX remained stable?" o quizás mejor "Why (has) XXX held up?" El contexto pediría pasado simple, creo, de ahí los paréntesis.
Y como decía, dicha pregunta se contrasta con la complementaria, en sentido negativo:
"Why hasn't it grown more?" ("didn't it grow more").
"¿Por qué XXX se ha mantenido?" (XXX nombre de la marca de champú).
