Proper translation is "contractual penalties".

"Conventional" in English has nothing to do with contracts. It is the antonym of "radical".

"Penas convencionales" are those that have been agreed to in advance by contract, as opposed to arising from the application of some provision of law.

neutral Patrick Weill : Conventional appears to be ok, for both penalties established by law, as in Mexico, as well as a synonym for Contractual. I'd prefer contractual in the latter case, but for the former it appears that Conventional is the correct choice.
