: viabilidad is not just highways..I don't care how they translate this in Argentina..it's the whole system..not just roads..Argentina is filled with Spanglish..

Es un intento, pues vialidad no sólo se refiere a carreteras sino a señalización, tráfico, licencias de conducir, etc. Obras públicas, por otra parte abarca todas las obras que realiza el gobierno, más allá de las que atañen al transporte.

Here is a description: public works is roads...vialidad is more than road maintenance....see below
The Department of Public Works is responsible for developing, improving and maintaining, an efficient and safe transportation and drainage network for Henrico County. The Department of Public Works is divided into 6 Divisions: Administration, Construction, Design, Environmenta, Road Maintenance, and Traffic Engineering. These divisions insure that all engineering, construction and maintenance work for roads, drainage, transit service, and erosion control follow the acceptable standards achievable with the efficient use of capital expenditures to provide the residents of Henrico County the ability to travel throughout the County in a safe manner and with minimum congestion. We strive to provide each resident with the informative and factual response to any inquiry in a timely manner.

: I think that wold be "Obras Públicas"... Unless there is some mising context, I think it's "National Roads Directorate" (as translated in an official Argentine website & other credible references)

No..that's another meaning; public works is what is used in the US for the System of Transportation in all its phases: vialidad is not vias..
