I think there is definitely something awry with the original description. Rice can be sticky or pastey when overcooked (perhaps when it was overcooked a lot of water could have been used prior to becoming pastey or sticky) but when it becomes mazacotudo it is not soggy or mushy. The asker does not really give much to go on here.

I have thought about the seemingly conflicting terms "too much water" and maza(or masa)cotudo and cannot imagine how rice can turn out thick, hard, pastey or dry when it is cooked with too much water. In all my cookbooks and in every Internet cooking site I've looked at the consensus is that too much water makes the rice soggy, mushy,etc. Perhaps the original text is poorly written.

should be spelled with a 'z'' : mazacotudo See definitions for mazacote below for 4, 6 and 7). In my experience living in Venezuela where this word is very popular, mazacotudo refers to something that is thick and lumpy as dough (doughey?)it does not normally imply that is soggy or mushy. In fact, it is actually typically thick, hard, pastey and dry.

I think this is what I would tend to say for rice. I guess other options are "mushy" and "slimy" but I'm not sure they're quite the same.

Actually it comes from word 'mazacote' (mazacotudo) and it means:
masa espesa y pegajosa. I heard this word a lot in my childhood years in Venezuela. (see def. no.6 from Real Academia)
