To refine is a more physical process, e.g. separation by filtration as in Virgin Olive Oil, whereas "clarifying" is a chemical process using a "clearing agent" (the list of possible clearing agents is endless depending on the chemistry of the system).
I think what is being described here is a physical process rather than chemical.
