descriptive phrase
Город шумел, как веселое море.
It is discussing the atmostphere in a storybook town on market day - sellers shouting, carts rumbling past, sailors flirting with the women, clowns, dancing bears, children playing etc.
I don't mind being quite free with this particular phrase, but i just can't come up with a nice english sounding way of describing the noise in the market place.
Can anyone put their creative hat on and help?!!

Comment: "Thanks everyone. As usual you've helped loads. This was a highly subjective choice, I admit. For me however the noise of a 'roar' is too violent and negative for this situation; and direct references to the sea just don't quite fit. I like the idea of 'awash' though, as this keeps a slightly nautical sense. I also like the word 'seething' - thanks Andrew for that - so i think i'll make up a phrase using the two. "
