Sure this does affect answer.Migration in this context means "���".

another context In another phrase in the same report the word occurred as follows;
"Program migration from development to production should be controlled by IT operations"
I believe this term has different meaning here?

When it comes to Information Technology, the term “migrations” means shifting from one system to another or shifting from a service package to another especially with a sense of upgrade. Accordingly, if I am in your place I will not adopt a word-for-word translation and I’d rather adopt the translation spirit (translating the targeted meaning) in addition to the IT glossaries support this meaning, such as IBM glossary that states:

(1) Installation of a new version or release of a program to replace an earlier version or release.

I personally remember that I once made migration to the system when I was working as Web Designer/Administrator.
