Hi Maria. Thanks for your help. I know that a "despacho" is a dispatch, but I'm not sure how best to word the phrase in the context of the whole sentence.

um processo= os autos = legal documents or paperwork or authorization documents, in your context

and despacho= Decision

as in:

acto de despachar;

***decisão***;

resolução;

nota lançada numa petição ou requerimento;

nomeação para cargo público;

apresentação de mercadorias na alfândega ou postos aduaneiros para pagamento dos respectivos direitos;

rapidez na execução de um negócio.

despacho is not dispatch here


in ENglish, one doesn't submit "process"..it means to give the legal paperwork to the MInister so he/she can handle it or make a decision on it.
