I've no idea whether it means "gebunden an Auflagen" or "durch Auflage begrenzt", but if you want to keep it vague while getting both ideas across - how about "no restrictions on circulation"?

: Well, it does. You can make up any compounds in German that you wouldn't find in a normal dictionary. But native speakers understand them anyway ;-)

I'm pretty sure that "Auflage" in this case refers not to "terms and conditions" (Bedingungen und Auflagen) but "edition", as in "2. Auflage."
