My wild guess.
Maybe "food quarters", probably meaning "food court", an area (as in a shopping mall) where fast food is sold (usually around a common eating area). Quarter has the meaning as "A specific district or section, as of a city: French quarter."
Rewritten in plain English: These malls have changed from retail to food quarters, to banks and offices, and to children's playgrounds.
I'm suggesting food quarters, but food courts will also do, I think.
