Die "Kanzlei" war ein bei einer urkundenausstellenden Institution angesiedelter Kreis sachkundiger Personen, die im Auftrag ihres Herrn (des Urkundenausstellers) die Urkunden formulierten und schrieben. Eine Kanzlei entstand erst dann, wenn regelmäßig und häufig Urkunden auszufertigen waren, und deshalb Personal und Sachkenntnis abrufbereit zur Verfügung stehen mussten.
