This is the suggestion made by Romain in the case of a lawyer's certificate, and it sounds correct to me.

In the wording on the certificate mention is then made of what the person is certified, or licensed, to do, viz. practise law.

admission certificate/licence to practice law
I have a feeling you do know the Zulassung zur Anwaltschaft (admission to the bar), but the problem seems to be "Urkunde". The term is admission certificate for the UK. It is licence to practise law in the US as the admission certificate is the certificate you have to produce to be admitted to the bar exams. Anyhow, it is a German document and admission certificate is clear. What is not meant here is the certificate you get upon becoming an Assessor.

Joseph, go to what happens on the day of admission.

Die Zulassungsurkunde benötigt man, um als Rechtsanwalt praktizieren zu können, das wird im certificate to practice law (US) ganz deutlich (admission certificate UK).
