These are both US rather than UK English.
For a small, dull, boring village, "Dullsville" might be appropriate.

Dullsville is a generic term, sometimes used as a placeholder name, for a fictional setting that lacks a definite location.

It has attributes that cause it to be regarded, particularly by teenagers, as a less exciting than average place to live. Its more exciting neighbor may be Anytown, USA. en.wikipedia.org/wiki/Dullsville.
There is a small village not far from where I live called Dulford. I always think of it as Dullsville when I drive through it, it looks like that sort of place, though I may be doing it an injustice.

John Doe or Jane Doe is used in the USA to mean any ordinary person.
In UK English, maybe Joe Soap, or Muggins (the latter being a bit of an idiot, a natural victim).
