Es handelt sich um eine Anweisung auf einem Fragebogen. In diesem Fragebogen werden bei zwei Fragen dieselben Antworten vorgelesen. Ich vermute, der Interviewer soll die Reihenfolge ändern, aber ich weiß nicht, ob das nicht zu frei übersetzt ist.

vielleicht kann man das auch noch schöner ausdrücken. Du vermutest halb richtig: die Reihenfolge bleibt gleich, nur der Anfangspunkt der vorzulesenden Liste wird bei jedesmal um eins verschoben.

\'rotate start point\' is standard market research stuff, happens in most questionnaires. A long list of answers/options is read out for the respondent to choose or agree/disagree with - rotating the start point when the list is read out is supposed to eliminate bias in the answers. Here\'s a google exmple which may be helpful.
The profiles list also now uses a \"rotating\" start point, so a particular visitor won\'t always appear at the beginning of the list just because his user name ...
